PIANC 66th Council Meeting

Kelly Barnes, PIANC USA Deputy Secretary, attended the PIANC 66th Council Meeting in Paris, France, with the Assistant Secretary of the Army (Civil Works), held at the L'Union des Ports de France offices. The meeting was hosted by Mr. Geoffroy Caude, President of PIANC. The PIANC Council Meeting consisted of forty representatives from over fifteen countries. The Council is the governing body under the Executive Committee (ExCom). It is comprised of the first delegates from every member country, plus ExCom members, and they meet in person twice a year. Ms. Barnes gave a presentation to the international delegates on the recent Smart Rivers 2011 Conference held in New Orleans, Louisiana.

PIANC Cooperation Commission Meeting

PIANC Cooperation Commission (CoCom) provides outreach on PIANC technical and analytical research opportunities and products to Countries in Transition (CiTs) and encourages new individual and corporate memberships in those countries as a step towards eventually setting up new national sections. The meeting focused on changes to CoCom's organizational structure, better coordination with ongoing PIANC Working Groups that may be of particular interest to CiTs, implementation of an online training course catalog that has been under development, and identifying specific CiTs with a significant maritime role that might benefit from PIANC participation...

Eastern Region Vice President Election - Call for Nominations

Interested in Serving as a PIANC USA Commissioner? The call for nominations has commenced for the elected Commissioner slot in the Eastern Region. Mr. James McCarville, Port of Pittsburgh Commission, currently holds this position and is eligible to serve an additional term. He has indicated that, indeed, he would like to stay on for his second (and last) term. If anyone from the eastern region is interested in running against him in an election, please submit your name, brief bio, and photo (for the ballot) to Kelly Barnes at kelly.j.barnes@usace.army.mil or by mail. The nomination period will close on December 28, 2011.

Spreading the Word about PIANC Locks Report

What's new in the design of navigation locks? Mr. Dale E. Miller, P.E., S.E., PIANC USA Vice-President, had a lot to say (and photos to show) about the topic to an audience of military engineers (SAME). He gave a presentation of the highly acclaimed Innovations in Navigation Lock Design - PIANC Report No.106 to the engineers in New Orleans earlier this month. Based on this international report, he summarized the latest trends, directions and materials in the design and construction of locks and dams throughout Europe, Asia, and North America.

Smart Rivers - Past and Future

Thank you to those who attended the PIANC Smart Rivers 2011 Conference in New Orleans this year! We hope you enjoyed the event. The next edition of the Smart Rivers Conference series will be held in 2013 and will be co-organized by the Belgium and Netherlands sections of PIANC. Smart Rivers 2011 a Resounding Success

More than 275 of the world's top professionals in all aspects of inland/river transportation gathered in New Orleans September 13-16 for the Smart Rivers 2011 Conference. Attendees came from more than 20 nations and included private sector, government, and academic participants. The opening plenary focused on the Inner Harbor Navigation Canal (IHNC) Hurricane Surge Barrier in New Orleans, the largest surge barrier of its kind if the world. Later in the week, conference attendees had the opportunity to view the entire New Orleans Hurricane and Story Risk Reduction System, including the IHNC Surge Barrier, on a technical tour organized by the U.S. Army Corps of Engineers New Orleans district...

Announcing PIANC's new blog!

The PIANC website now has a new feature: the first PIANC blog! The first entry, written by President Geoffroy Caude, concerns the idea of PIANC launching a database concerning waterborne infrastructure projects. "PIANC has recently adopted a new motto: The World Association for Waterborne Infrastructure. It is clear that since 1885 our association has always dealt with such projects. But where can any observer find a global census or list of those infrastructures, even for the only large ones?....." New Working Group MarCom 161 "Interaction between offshore wind farms and maritime navigation"

PIANC has announced a new working group MarCom 161 "Interaction between offshore wind farms and maritime navigation" and is seeking volunteers. The final report of the Working Group will provide an approach, guidelines and recommendations to assess the required maneuvering space in the vicinity of offshore windfarms and the minimal distance between shipping lanes and sea areas for offshore windfarms, in order to ensure a minimal risk level for navigation. Deadline for submission October 17, 2011.

Army Corps Offers Update on Continued Harbor Deepening Project Construction Drilling and Blasting Operations in New York/New Jersey

The U.S. Army Corps of Engineers in partnership with The Port Authority of New York and New Jersey are improving the main shipping channels in the Port by deepening them to a depth of 50 feet, allowing more efficient access to the world's largest oceangoing ships.

ASTL Yangtze Mississippi Rivers Forum Review

The American Society of Transportation and Logistics Inc. (ASTL) held the first Yangtze Mississippi Rivers Forum in Chongqing, China in 2010.  This month the parties had an opportunity to continue their dialogue in New Orleans in conjunction with the Smart Rivers Conference.

Caude Wins Race for PIANC President

The U.S. Section would like to congratulate Mr. Geoffroy Caude from France who won the recent "historic" PIANC Presidential election. The election took place on May 17th at the Annual General Assembly in Berlin, Germany. The United States was proud to support our own candidate, Mr. James McCarville of the Port of Pittsburgh Commission. There were four candidates total running for the PIANC Presidency, additionally: Philippe Rigo, Belgium; and Christian De Meyer, Belgium (nominated by the UK Section).

A Dredging Story

In 2001, the Corps was asked by the U.S. Department of Agriculture to do some restoration work on Plum Island, New York. The Corps did the job so well that in 2007 it was once again asked to replace bulkheads and perform sand dredging in Plum Island Harbor, a job that is still ongoing. The Corps has already dredged more than 27,000 cubic yards of sand from Plum Island Harbor and almost 15,000 cubic yards of sand from Orient Harbor, with plans to dredge an additional 10,000 cubic yards this fall. Dr. JoAnne Castagna, on behalf of the U.S. Army Corps of Engineers, New York District, tells the story.

Headland Elected to International Leadership Position

The PIANC Executive Committee (ExCom) and Council recently nominated a new Vice-President to serve amongst their ranks. Mr. Shiv Batra's (Tetra Tech) term as the Western Hemisphere Vice-President was coming to an end this year, so the U.S. Section nominated Mr. John Headland (Moffatt & Nichol) to replace him on the ExCom.

McCarville's Run for PIANC President

The US Section is eagerly awaiting the upcoming "historic" PIANC Presidential election, especially since we are putting forth our own candidate: Mr. James McCarville of the Port of Pittsburgh Commission (Eastern Region Vice President on the PIANC USA Commission). The election of the new President will occur during the AGA in Berlin, Germany, on May 17th.

Dredging 2012 Conference Update

PIANC USA and COPRI/ASCE are pleased to announce the dates and location for the fourth specialty conference on dredging and dredged material disposal, Dredging 2012. Since it will have been ten years since the last conference, held in Orlando, FL, in 2002, many new issues have emerged and will be discussed and debated. PIANC USA Mourns Passing of Emeritus Commissioner James M. Goldston

James M. Goldston, PE, Emeritus Commissioner of the U.S. Section of PIANC, passed away on December 9, 2010, at the age of 90. Goldston served as a U.S. Commissioner to PIANC from 1980 to 1988, receiving emeritus status in 1992. His numerous engineering accomplishments made valuable contributions to navigation on the Gulf Coast of Texas.

Inspiring Kids to be Engineers

Last week, engineers around the country celebrated National Engineers Week 2011 (Feb. 20-26). Engineers Week is celebrating its 60th anniversary this year, having helped inspire three generations of children and teens. As in years past, this high-profile celebration gives engineers from all disciplines an opportunity to showcase their love of engineering and highlight the vast contribution they make to a quality of life we all enjoy.
