Highlights from Recent Environmental Meetings in New Orleans

On October 28, 2009, in New Orleans, Louisiana, the US Section of PIANC held a one-day technical seminar on "Navigating the Environment - Managing Risks and Sustaining Benefits". The seminar was organized by PIANC's international Environmental Commission (EnviCom) and PIANC USA. EnviCom's global mission relates to both broad and specific issues related to sustainability, environmental risks, and navigation. Call for PIANC Marina Design Excellence 'Jack Nichol' Award 2010

PIANC established the PIANC Marina Design Excellence 'Jack Nichol' Award in 2002 in memory of the late Jack Nichol, a distinguished member of the PIANC Recreational Navigation Commission and noted marina designer. The purpose of the Award is to recognize excellence in the design of modern recreational boating facilities around the world. Applications may be submitted by both PIANC National Sections and individual applicants. Completed applications are due 31 December 2009. — posted 31 December 2009

Vision Unveiled For "Mosaic of Habitats" in the New York/New Jersey Estuary

While underway aboard the U.S. Army Corps of Engineer's vessel Hayward, the Army Corps hosted a group of waterfront leaders, including congressional representatives and other key-decision makers from over 20 organizations, during a New York & New Jersey Harbor inspection that included traveling up the Hudson River. — posted 31 December 2009

Just Released – Comprehensive Report on "Innovations in Navigation Lock Design"

In 1986, PIANC produced a comprehensive report on Locks, and for about twenty years this report had been considered as a world reference guideline. As it was becoming outdated, PIANC decided in 2006 to launch a new Working Group to update the report, and 2009 report was the result: Innovations in Navigation Lock Design (Report 106-2009). The new report must be considered more as a complement to the 1986 report than a replacement version, and focuses on new design techniques and concepts that were not reported in the former report. It covers all the aspects of the design of a lock but does not duplicate the material included in the former report. Innovations and changes since 1986 are the main target of the present report. — posted 23 October 2009

Specialty Certification in Your Field of Expertise – Introducing the Academy of Coastal, Ocean, Port and Navigation Engineering (ACOPNE)

Created in part to offer certification in key specialties, the Academy of Coastal Oceans Ports & Navigation Engineers opened its doors Oct 1, 2009. The third academy launched by Civil Engineering Certification, Inc., ACOPNE will complement the Coasts, Oceans, Ports, and Rivers Institute by bestowing diplomate credentials to those who have excelled in one or more of COPRI's sub-disciplines. CEC was created in 2004 by the American Society of Civil Engineers (ASCE) Board of Direction to provide a mechanism for post-licensure certification of various civil engineering specialties. PIANC USA Welcomes New Assistant Secretary of the Army (Civil Works)

Jo-Ellen Darcy was sworn in as the new Assistant Secretary of the Army (Civil Works) on August 12, 2009. Ms. Darcy is the 11th person and second woman to hold this position. She will serve as PIANC USA's new Chairperson. Ms. Darcy will have primary responsibility over the Department of the Army's programs for conservation and development of the nation's water resources, including flood damage reduction, river and harbor navigation, environmental restoration and protection, water supply, shore protection, hydropower, and recreation. — posted 27 August 2009

2009 Class of Fellows Announced

On July 15, 2009, PIANC USA honored four of its veteran members for their contributions to and distinction in the Association by promoting them to the Fellow member grade. At the PIANC USA Annual Meeting in Pittsburgh, PA, PIANC USA's President, Major General Bo Temple, presented the 2009 Class of Fellows with a medal and thanked them for their service. U.S. Leads Task Group on Climate Change

PIANC headquarters has set up a permanent cross-cutting "Commission Task Group on Climate Change," led by the Environmental Commission (EnviCom). The permanent task group will be chaired by Dr. Kathleen D. White from PIANC USA. As climate change is and will be an ongoing hot political issue with overarching importance, PIANC feels it is essential that the waterborne transport sector be prepared to be an active partner in this fast developing field. — posted 27 August 2009

PIANC USA Talks Port Environmental Protection in Brazil

Lillian Almodovar, Senior Manager of the U.S. Army Engineer Institute for Water Resources, participated in the First Hemispheric Convention on Port Environmental Protection sponsored by the Organization of American States, Inter-American Committee on Ports (OAS-CIP), and the Government of Parana, Brazil. The Convention was held July 22 - 25, 2009 in Fox de Iguacu, Brazil. The main focus of the Convention was to exchange information and best practices on how the ports can contribute to preserving and protecting the environment while balancing economic development and social needs. — posted 27 August 2009

PIANC Annual Meeting - "Once in a Lifetime" View of a De-Watered Lock

PIANC USA will hold its 2009 Annual Meeting and technical tour in Pittsburgh, PA, on July 15 - 16, 2009. The meeting will be hosted by the Port of Pittsburgh Commission & the USACE Pittsburgh District. There will be a full-day technical program on July 15, as well as a walking tour of the dewatered Emsworth Main Lock Chamber on July 16. Plans also include a "Young Professionals" happy hour and a networking reception at PNC Park, a classic-style ballpark with excellent views of the Allegheny riverfront and downtown Pittsburgh skyline. PIANC USA Welcomes New Commissioner Dr. Sandra Knight

On June 1, 2009, Dr. Sandra K. Knight was appointed to the PIANC USA National Commission. She replaces Dr. Robert Randall of Texas A & M University, who retired after eight years of service on the Commission.

Dr. Knight is currently the Director of the Office of Policy, Planning and Evaluation for Oceanic and Atmospheric Research at the National Oceanic and Atmospheric Administration (NOAA). She served on the ExCom as chair of the Inland Waterways commission (INCOM) from 2004-2007 and served as the US Representative to InCom from 1998-2004. — posted 25 June 2009

Newest Lock Chamber at McAlpine Open to Navigation Industry

The 2007 Smart Rivers Conference toured the construction progress of the new chamber at McAlpine in September of 2007, but the construction is now complete! McAlpine is located along the Ohio, a critical marine highway that serves industry throughout six Midwestern states. PIANC USA has launched a redesigned website with a broader, in-depth scope of information on issues and concerns of PIANC members and U.S. Army Corps of Engineers (USACE) engineers. Announcements, publications and fact sheets, past and upcoming events, news and events, membership information, and organizational and administrative concerns are presented in a fresh layout and structure, with greater detail and easier navigation. Emergence of Navigation Engineering Specialty in the United States

Although the significance of the United States Marine Transportation System (MTS) is enormous, there is presently no recognized engineering specialty that covers navigation channels. Collaborative efforts between PIANC and the American Society of Civil Engineers (ASCE) are laying the groundwork for a "Navigation Engineering" specialty by developing a Manual of Practice (MOP) for the discipline. PIANC Holds Session on Inland Waterborne Transport at the World Water Forum

PIANC, in cooperation with the Japan International Cooperation Agency, the U.S. Army Corps of Engineers, and the Japan Ministry of Land, Infrastructure and Transport, organized and conducted a Special Session on Inland Waterborne Transport at the 5th World Water Forum (WWF) in Istanbul, Turkey on March 17, 2009. PIANC members Eric Van den Eede (President) and Mr. Harald Koethe (Chairman of PIANC's Environmental Commission) spoke during the forum.
