Meet the Commissioners
Dave Sanford is currently the Director of Navigation Policy and Legislation at the American Association of Port Authorities (AAPA) where he is responsible for handling Corps of Engineers issues including AAPA's Quality Partnership Initiative (QPI) and relevant legislative and regulatory matters. He also serves as staff liaison to the Harbors, Navigation & Environment Committee. Mr. Sanford brings to AAPA some 30 years of experience with the Army Corps of Engineers at the district, division and headquarters levels. During that time, he served as Chief of Civil Works Policy as well as Chief of the Interagency and International Services Division. During the early 1990s, while working for the late Sen. Daniel Patrick Moynihan, then Chair of the Senate Environment & Public Works Committee, Mr. Sanford was a principal author of the Senate's Water Resources Development Act of 1992. Most recently, he was a Senior Fellow and Lead Research Scientist at the George Washington University Institute for Crisis, Disaster and Risk Management. Mr. Sanford has a B.A. in Geography from Concord College, Athens, WV. He is also a member of the Board of Governors of the U.S. Propeller Club, Port of Washington D.C.
