Dale Miller has more than 30 years of experience in the management and design of navigation, heavy civil and marine projects for public agencies and private developers. He specializes in "in-the-wet" construction of reinforced and post-tensioned concrete and steel structures and has managed several "on-call" type contracts for structural engineering involving coordination of a multidiscipline A/E teams. He has provided seismic analysis, preliminary and final plans, specifications and cost estimates, construction inspection, load ratings, alternative studies and reports. Dale was US Representative and Vice Chairman for PIANC (International Navigation Association) of InCom Work Group 29, Innovations on Navigation Lock Design.

The devastating effects of Hurricane Katrina are well known. Areas such as the Lower 9th Ward, Chalmette and New Orleans East endured some of the most severe devastation and flooding. The IHNC Hurricane Protection Project will provide flood risk reduction for a 0.1% frequency hurricane. The project is being executed at an unprecedented pace to complete design and construction in three years to provide protection to the greater New Orleans area from a 100-year hurricane before the start of Hurricane season June 1, 2011. The project includes two miles of innovative floodwall and three major navigation gates constructed through the marsh area of Lake Borgne. The project has two major milestones: interim protection (Advanced Measures) to be constructed and in place for hurricane season 2009 and total project completion by hurricane season 2011. Dale is design manager for this $695,000,000 flood protection project, the largest design/build project the US Army Corps of Engineers has undertaken.
